They further stated that licensing requirements for boat owners will help lower accidents. Since buying a boat without any kind of safety tutorials on how to run it properly is not practiced in the US.
The Recreational Boaters of California, a non-profit organization, proposed licensing for boaters last year to protect the interest of recreational boaters. It was approved and vetoed by Gov. Arnold Schwarzenegger. Last year, California had 686 boating accidents—48 resulted in deaths and 382 in injuries.
